With the middle point mapped as per the specification, the camera simply lacks the highlights latitude to fill all the available s-log3 range. Basically, it clips lower than what s-log3 can handle.
You should still be importing as data levels: this is not a bug, it is expected. Importing as video levels simply stretches the signal, you are importing it wrong and increasing the gamma of the straight portion of the curve (it is no longer the s-log3 curve), thus throwing off any subsequent processing which relies on the curve being correct.

Here is a similar technique that I loosely described above.
For example the below picture profile settings, came from Paul over at "extrashot", he used similar techniques to arrive at these settings for the A7 mark III to get as close to the FX9's s.Cinetone as possible (limited of course due to the 4:2:0 8bit nature of the a7iii's sensor, but close enough for government work, lol):
**A7 Mark III Picture Profile settings to simulate FX9 and s.Cinetone:
    Black Level: -10
    Gamma: Cine2
Black Gamma: Range Middle, Level -7
Knee: Mode Manual, 100%, Slope 0
    Colour Mode: Still
    Saturation 0
    Color Phase: -1
    Colour Depth:
    R: +2
    G; +1
    B: -1
    C : 0
    M: +1
    Y: 0
    Detail: Level -7
**to get as close as possible, A7iii is 8bit camera, soooo, not gonna be perfect 😉
If Paul doesn't beat me to it, I will share the settings I come up with color matching the A7Siii with an FX9's  s.Cinetone (I signed up for prioritized shipping from Sony PRO support and had my pre-order confirmation email in hand within the first 10 secs of 10am on 7/28, so I should be one of the first with a production model).
Changes are Paul will beat me to the punch, since he owns an FX9, and I will have to arrange to borrough one.  He uses almost the same exact technique as me, so his results would be pretty much identical.  We both try to do it as scientifical as possible, which is why our results comes out almost the same (but there is still a "gray" area when doing the picture profile adjustments, which is very touchy)

    Cool video and solid technique.
The biggest thing I have taken away from the professional colourists is that they have have mastered the basics, and most of the time they don't do anything fancy and don't have to.  They typically only have to get fancy when there were issues with how something was shot and they have to correct problems, so that completely lines up with that video, where the DP does basics to check they haven't stuffed things up.

On the rumor page it said DFD AF system.  Guaranteeing another "win" for Panasonic... If they thought S1 sales were disappointing hope they're ready for more...

When I had the A7III the AF on the Tamron 28-75 was absolutely excellent.

I've pretty much decided to buy this camera over the holidays or next spring. Unless Nikon REALLY knocks it out of the park on it's next release.

Seems like for anyone looking to pick between this and the R5 for video, the Sony easily wins.
As well as managing overheating, it has better DR, better lowlight, better codec options, better file sizes, better external recording, better audio, better price and more affordable lenses.
I can see it being really beneficial for my shooting style. 2 pre-ordered.

I have a GH5 and have always manually focused but there is one simple scenario where I would definitely use AF...on a gimbal. I don't trust AF in 95% of the situations I encounter yet I will not replace my GH5 with a camera that does not have a better AF system. I am typically a one man band run and gun shooter shooting everything from music videos to interviews, the main time I would like AF is in certain situations when doing gimbal work.
My GH5 is good enough for most of the situations that I encounter that I don't see a reason to replace it if I cannot use the replacement for both photography as well as video and if the AF is no better than what is in the GH5. If I had a focus puller or had any way to manually pull focus while the camera is on a gimbal it would not be that important to me.
It is pretty funny though, just the other day I was shooting a music video and I had just filled the room with smoke and set the lighting and was shooting on the C200; I decided for one of the takes to use AF.....well guess what, the C200 could not focus at all on any of the talent due to the smoke, so back to MF I went.

But back to the topic of the S5...it is DOA for me, if this camera is why there is no GH6 then I will be sorely disappointed. I have all the MFT glass I want and my GH5 already has no recording time limits, never overheats, does dual card slot recording, etc. I have a feeling the S5 will have a recording time limit like the S1, may not work with the XLR audio module, and will require me to invest in L mount lenses. It also does not do 4K120FPS, and I still would prefer my Canon 5DIV for photography.

Very few mirrorless cameras are sold to shoot a feature on, and if they are they are NOT the main audience and buyer for these cameras. DSLR's are being bought buy one man bands, or as gimbal cameras, or for people to take photos/video (Weddings/concerts/music videos) All of those situations benefit from AF.
Also these camera's do not exist in a vacuum, all the other brands now have decent video AF.

As you implied, some of your issues are that you're hoping shots not well exposed can be successfully manipulated into a gratifying image.
What the photons are doing in your frame to begin with seems to be the bigger problem than the grading.  Your reference image of the town from above is a good example of that.  Early evening light creates more drama than a midday overcast shot. Sometimes with certain footage, you're never going to get it where you want it to be.  In that case you need new footage or just accept it wasn't shot well enough to begin with.
As someone that does the latter all the time, I've learned to know when I get a good shot and when I'm trying to make a silk purse out of a sow's ear.

It's really embarrassingly bad. I would rather use the AF on a NX1 or A7r Mark II
Image quality is excellent, but can only use MF 😞

Wish I could find a ACES transform for this camera. Some V-LOG shots manually graded. Lens was the Panasonic 24-105 F4

Also if anyone wants to know the H&Y Variable MRC HD ND+CPL Filter is what I used for these. It's excellent and color neutral, if a bit fiddly to use.

I REALLY hope Panasonic steps up their AF game next time around.

Held one of these for the first time yesterday. Love the setup and features and the IBIS seems even better that the Z6. Viewfinder is absolutely beautiful.  Hope the next iteration can improve AF.

Will be testing out the video next week.

If you look back on the clips that were posted, such as the plane at the airport, you can see that while Komodo has trouble with noise and low light, the color fidelity is not sacrificed as it can be with a lot of cameras in the $6K range. When the lights go down, the bit depth does not suffer: it does not go "thin" or start looking like 8-bit footage when you withdraw light. I can't speak to the colors in the grading process as I haven't downloaded any of the R3D files, but you can probably get it to match any of the modern RED sensors close enough. This is, after all, intended as a gimbal camera and not as a main one. So it is somewhat taking the place of the very capable RED Raven 4.5K, albeit in a very different marketplace. Nowadays, for just two thousand more, you can get a Kinefinity MAVO LF ($8K brain), which is an incredible camera for the price and I think a much better option as a proper cinema cam:

Nah it’s because I’m broke now or I’m going to buy it. 😆

Well just kidding. I used to be one of those “I’m to buy it based on one video”, but now I care about workflow more than anything so I try before I buy anything if possible.
It amazed me how much money I have saved. 🤣
