"Glitchy" Panning shots

I've noticed in a lot of Rx100 shots specifically (though it appears from other cameras as well) that when the camera pans on shots with lots of fine details, the image gets all buggy. You can see it right off the bat in this video

anyone know what causes this? Does it have to do with the low bit rate? Shutter speed? etc?
