In my case, HLG videos shot on Fuji X-T3 also appear as overexposed if I open them with default Windows Video app. 

Changing it to MPC-HC or mpv and setting proper HDR gammas, fixed it for me. 

Can't relate to the Premiere issue. My PC is not able to play any 4K files without hiccups, at all. XD 

Generating optimized media / proxies helps.
