4K 8bit to 1080p 10bit 4:4:4

Is there anybody know how to resample 4k 8 bit 420 to 2k 10bit 444 in Windows? 
I found Thomas Worth's app, but it works on Mac only.

You can turn 8bit 4k 4:2:0 into 8bit 2k 4:2:2 with any transcoding app like e.g. RockyMauntainsMovieConverter but it's not turning into 10bit.

Any use? Though do note Cliptoolz Convert is discontinued so you might need to hunt around to find a copy. (It went from paid -> free -> discontinued, I think due to issues with using Prores.) It does claim to handle 4k scaling well, see the site: http://hdcinematics.com/convert-V2.html
